“Politia
Allatini” will be erected in the area of the old
ALLATINI mill, at the junction of Antheon and Sofouli Streets
in Thessaloniki.
The main objective is the reformation of the area of the land
and that of the old mill, as well as the creation of an innovative
urban place that will combine in harmony residences and areas
of professional, cultural and recreational use.
The investors hope that “Politia
Allatini” will constitute the ideal environment
of a residential area offering high quality services not only
to its inhabitants but also to its neighbors.
Historic Background
The original property of ALLATINI, where the flour mill stood
together with all of its secondary buildings, exceeded 35,000
square meters. In 1971, the land was characterized as an open
ground of common use. In 1991, the mill as well as some other
buildings of the property along with their surrounding areas were
characterized as historical scheduled monuments.
In 1992, ALLATINI S.A. obtained titles, by means of a Presidential
Decree, for building factor transfer regarding the square meters
that could not be reconstructed. These titles were sold on 2005.
After juridical decisions, presidential decrees, as well as ministerial
decisions of 2001 and 2002 by the Ministry for the Environment,
Planning and Public Works, the land returned to the building status
it had before being characterized as an open ground. A decision
of the Ministry of Culture determined the extent of the permitted
construction.
In April 2002, the companies Astikes Anaptixis S.A. and Themeliodomi
S.A. reached an agreement with Allatini S.A. regarding the acquisition
of 50% of the property. The three companies joined forces in order
to solve any problems related to this property and in the beginning
of April 2003 signed the final transfer contract for 50% (25% on each) of the
jointly owned land.
Reformation Proposition
Nowadays,
the area of the ALLATINI property that can be exploited, after
a series of commitments and acts of regularization, amounts to
26,000 square meters.
The existing scheduled buildings together with the planned new
constructions will cover only 36.5% of the land and therefore
more than 4 acres will not be built.
Additional open grounds will be created along the perimeter of
the property with the support of the owner companies. As a result,
the local community will benefit from approximately 35,000 square
meters of an exceptionally upgraded environment with dynamic local
architectural elements surrounded by more greenery than the existing
one.
“Politia Allatini”
will constitute an outstanding residential area, which will be
surrounded by spaces suitable for professional use (offices and
shops), as well as for certain cultural and recreational uses.
“Politia Allatini”
will not be enclosed. The neighbors will be able to walk through
the complex in a particularly pleasant environment, connecting
once again the seaside area with the roads above Antheon Street.
The vision of the investors is the creation of an extremely attractive
environment where particular attention will be placed upon the
quality of the construction and the innovative implementation
of new technologies in the systems of energy, telecommunications,
“smart” homes and security.
At
“Politia Allatini”
the total of the constructed surfaces will amount to 34,212 square
meters.
The scheduled buildings to be restored cover approximately 12,500
square meters. Among them we can still find the central mill of
the complex, the administration building (the oldest building
of the complex that dates back to 1890), the residence of the
factory’s manager, the old machine shop, the bakeries that provided
the Greek army with bread up until some decades ago and others.
The anticipated uses of the scheduled buildings will respect
their history and create an environment of limited disturbance.
As far as the mill building is concerned, its function as a hotel
has been excluded and is going to be used either as a residential
area with relatively small apartments and internal balconies or
as a single area of offices for a large company which will facilitate
its promotion in an international scale.
Seven new buildings will be designed, with a total area of 25,000
square meters with two to six floors and maximum height of 18
meters, whilst the height of the existing scheduled mill building
is 22 meters.
The unattractive silos made of metal and concrete will give their
place to three purely residential buildings with a sea view.
Three buildings that will be probably used as a combination of
residences, offices and shops will be facing Antheon Street, while
another one that will serve only as a residential building will
face Laskaratou Street.
The design of the new buildings, the restoration process of the
scheduled buildings, as well as the landscaped areas are under
the observation and approval of the Ministry of Culture and the
4th Regulatory Office of Modern Monuments.
“Politia
Allatini” will have a basement of 14,000 square
meters. The expected use of the basement is as secondary space
for the shops, storage spaces of the apartments and a parking
place with more than 320 parking spaces. These parking spaces
will be used by the property owners of Politia Allatini, as well
as by the neighbors.
The old warehouses of Allatini, which belong to the state, are
located outside the perimeters of “Politia Allatini” and face
the sea. This area of 5.5 square meters, together with the 2,500
square meters of the warehouses has been handed over to the Ministry
of Culture and will be exploited by the 16th Regulatory Office
of Antiquities. The companies, after reaching an agreement with
the Ministry, have offered to repair the frame of the warehouses
and to contribute to the configuration of the exterior spaces
so as to create a single open ground, thus upgrading the entire
region further.
Investment plan and timetable
Besides the value of the land, the anticipated investment will
amount to 40 million Euros for the next four years. The demolitions
of the non-scheduled buildings have already begun and upon completion
of this stage of the project, excavation for the construction
of the parking place will begin. The assignment of certain studies
has already been completed, among which the most significant is
the preliminary study of the entire complex by the architectural
offices of Mr. Alexandros Tombatzis, perhaps the most eminent
contemporary architect in Greece and by the office of Mr. Petros
Makridis, who has been involved in this project for more than
twenty years. The final study of the underground parking place
is under development by the offices of Mr. K. Antoniou and Mr.
E. Kastro and their partners, while soon the final studies of
the landscaped areas, the infrastructure network, as well as the
reconstruction of the scheduled building of the mill will be assigned.
The owner companies believe that with the help of the local authorities
and the Ministry of Culture, they will create a restoration model
for industrial complexes that will significantly upgrade the greater
area, setting an example of development for similar installations
throughout Greece.
